Gloria holds a Bachelor degree on International Relations from Tecnologico de Monterrey and a Master of Public Policy from the Hertie School of Governance. Her experience spans from leading digitalization and e-gov projects at local and national level, co-creating civil society initiatives to foster civic engagement, and managing international and regional alliances to foster innovative and inclusive technologies for the expansion of the civic space and the protection of human rights. For over a decade, Gloria has been an advocate for gender equality and diversity. Since 2023, as Executive Director of the Latin American Alliance for Open Data (ILDA), she promotes the ethical use of Data and Artificial intelligence to advance sustainable development in Latin America and the Global South.
